Job description

Job Context

* Working for the Head of OSS you will lead a small senior technical team and matrixed team of business partners (project, programme, commercial) to assure the delivery of the OSS transformation .
* Lead - Accountable for the delivery of the OSS transformation programme to meet the OSS strategy and architecture objectives. Manage the relationships across the technical transformation programmes including Maya, Rebus, Chariot and the CoEs to ensure the capture and delivery of their OSS requirements to deliver their required transformation outcomes.
* Lead - Develop and manage the relationships with our selected strategic partners to ensure that the contracted outcomes are understood and delivered to support the transformation requirements and to the agreed budget envelopes.
* The planning focus for this role is short term delivery focused which ranges from weekly programme reviews to assuring medium term delivery timelines up to 18 months and for 5 yr budget planning.
* Accountable for the delivery and governance of OSS technologies to meet the OSS Strategy and Architecture for Service Assurance, Network CEM and Service Management tools to support Maya, Rebus, End to End Operations and Chariot.
* Accountable for the managing the following vendors EXFO, BMC, MyComOSI and Nokia SI

Roles & Responsibilities

* Accountable for providing technical & delivery leadership to the various SI teams and the supplier to ensure the delivery meets OSS Strategy and architecture objectives and solution meets the business and contracted outcomes
* Accountable for leading the delivery against agreed budgets for capex and opex
* Accountable for ensuring that the cost of Public cloud infrastructure and services are managed efficiently and in line with agreed opex budget.
* Accountable for maintaining the relationship with our strategic partner and developing this to meet our current and future needs
* Represent OSS transformation deliveries at the relevant governance and steering boards and act as the escalation and decision making point
* Own the interface and demand between the RAN OSS transformation delivery into the OSS SI and 3rd parties to ensure all OSS
* Support the Programme and Project Manager in project planning, risk and issue management and the budgeting process
* Working closely with Operational leads across End to End Operations to ensure that their requirements and objectives are met through the OSS deliveries
* Provide leadership and coaching to the direct technical and matrixed team to enable and empower them to meet their goals

Skills, Experience & Qualifications

* Have lead large technical delivery programmes including complex integrations spanning multiple technology domains and stakeholders including working with a systems Integrator to deliver contracted outcomes. Previously chaired and sat on steering boards
* Demonstrate a detailed understanding of the OSS technology domains and the business process/operational capabilities that OSS technology supports to ensure the realisation of transformation objectives. In depth knowledge of industry frameworks and standards and using this experience to ensure OSS technologies meet our operational transformation targets, TOM requirements, deliver OSS strategy and architectural goals demonstrated through previous experience in an operational environmental or as an end user of OSS technologies
* Able to communicate the realisation of transformation benefits, articulate complex problem statements simply, manage escalations through to successful resolution
* Strong commercial/partner management experience including managing interlocking dependencies across multiple contracts, understanding use of complex commercial frameworks to assure the deliverable of 3rd commitments and contracted outcomes from our 3rd partners. Understanding key commercial principles, driving wins with our partners and build an environment of partner collaboration
* In depth understanding of OSS technical domains, Service Assurance and Management, Element Management Systems
* Development of use cases to support requirements capture and delivery
* ITIL eToM frameworks and how OSS technologies support these capabilities. Agile delivery methodologies. Network CEM, Big Data, Analytics, Machine Learning, AI
* Leadership/managerial experience at senior level demonstrating strong stakeholder relationship management. Ability to bring thought leadership to their area, decompose problems, collaborate, deliver sound decision making and communicate effectively
* Proven ability to develop, coach/motivate people, recognise gaps/build plans to develop capability. Building empowered, trusted teams. Experience in the delivery of business outcomes in a matrix managed environment
* Clear track record of >10 years delivery of both technology and business change programmes. Understands delivery frameworks/standards and how to successfully apply these through improvement roadmaps to drive incremental maturity improvements/outcomes
* Understanding marketing led/consumer brands and importance of customer experience. Able to demonstrate working in a service orientated environment and the importance of this in product development. Understands the e2e workings of our business and impact of key trading and operational decisions
* Able to advise on and support the creation of strategies and visions with a proven record of translating these into operational plans that maintain a people and customer experience focus. Can demonstrate ability to adapt plans to changing needs
* Background using insight, tracking performance to enable quality decision making, will be able to articulate the benefits or drawbacks of decisions
* Proven record working in an ambiguous fast paced delivery environment showing ability to handle ambiguity and differing speeds of change. Comfortable problem solving without knowing all the answers and experience of working across multi domains to take an enterprise wide view
* Experience managing complex operations/changes whilst being accountable for budgets/value realisation with solid financial acumen. Background working in a heavily partnered environment where delivery success is highly reliant on the capabilities of our partners and ability to support and deliver those outcomes together
* Good Knowledge of 3G 4G 5G Core, RAN and transmission Architecture and Cloud computing concepts including Public Cloud
